The Queen Anne’s County Local Management Board (LMB) is seeking proposals for the Out of School Time (OST) Grant initiative. The Out of School Time (OST) Grant aims to support high-quality after-school programs that provide safe, engaging, and enriching experiences for youth in Queen Anne’s County. This project aligns with the LMB’s commitment to promoting the health, safety, and well-being of children and families in our community. We are grateful to the Queen Anne’s County Commissioners for awarding $100,000 in FY26 to support Out of School Time programs.

Background and Purpose

The Queen Anne’s County Local Management Board (LMB) is soliciting proposals for OST funding allocations. These funds are intended to address unmet needs, expand youth opportunities, and ensure measurable improvements in children’s academic and social development. Selected projects should aim to provide youth engagement in creative learning opportunities out of school, social competency skills, academic performance, and increase school attendance.

Scope of Services

This grant will fund programs serving students in grades K-12 through high-quality after-school initiatives. Programs should aim to:

  • Provide academic support and enrichment opportunities
  • Foster social-emotional development and leadership skills
  • Offer safe and structured environments
  • Increase school attendance and engagement
  • Support working families by providing extended learning opportunities

Programs must operate outside of school hours and align with best practices in Out of School Time programming. This includes research-based curriculum, defined program goals, and measurable outcomes to assess effectiveness.

Funding Details

  • Total Available Funds: $100,000
  • Grant Period: August 1, 2025 – June 30, 2026

Eligibility Requirements

Any organization that currently serves or intends to serve children and their families in Queen Anne’s County can apply. This includes non-profits, private not-for-profits, faith-based organizations, community organizations, public agencies, and all other groups serving or intended to serve youth and families in Queen Anne’s County. Applicants must demonstrate they:

  • Have the organizational capacity to be able to support the proposed project
  • Have the staff and financial resources in order to ensure that the program will operate effectively
  • Have a minimum of two years of operational activity
  • Have both a tax identification number and a recent financial audit as proof of solvency
  • Have the following Due Diligence documentation such as licensing, insurance, financial information, etc.
  • Comply with all applicable Federal and State laws and regulations
  • Follow the Maryland Out of School Time Standards (https://www.mostnetwork.org/ourpriorities/quality/)

Partnering For Youth (PFY) Grant

The Queen Anne’s County Local Management Board (LMB) is seeking proposals for the Partnering For Youth (PFY) Grant initiative. The Partnering For Youth (PFY) Grant offers structured after-school clubs and activities spanning athletics, STEM, arts, and leadership development. These programs provide students with opportunities to engage in enriching extracurricular activities, receive academic support, and build positive peer relationships in a safe, supervised environment. This project aligns with the LMB’s commitment to promoting the health, safety, and well-being of children and families in our community.

Background and Purpose

The Queen Anne’s County Local Management Board (LMB) is soliciting proposals for PFY funding allocations. One vendor will be selected to manage and oversee the PFY program across all participating schools for the 2025-2026 school year. This includes responsibility for program administration, staffing, scheduling, and ensuring high-quality programming at each school site. Participating schools currently are:

Scope of Services

The selected vendor will oversee all aspects of the Partnering for Youth (PFY) program, ensuring high quality programming across multiple school sites across grades K-8 in Queen Anne’s County. This includes strategic planning, program execution, and continuous improvement efforts to meet the needs of participating students and families. The vendor must coordinate diverse after-school activities that foster academic enrichment, social development, and physical well-being. Additionally, they will be responsible for hiring and training qualified staff, monitoring attendance and student progress, and maintaining compliance with all relevant policies and guidelines.

The selected vendor will be responsible for:

  • Coordinating and managing after-school programs at the designated school sites

Community Reinvestment and Repair Fund (CRRF) AD-HOC Grant

Asset Mapping and Collective Impact RFP

The Queen Anne’s County Local Management Board (LMB) is seeking proposals for the Asset Mapping and Collective Impact initiative. Fiscal year 2024 Out of School Time Grant

Welcome to the Queen Anne’s County Department of Community Services Local Management Board (LMB) Out of School Time Grant. Our program aims to support organizations that provide after-school and out-of-school time activities for children and adolescents in Queen Anne's County.

The LMB has allocated $100,000 in funding for fiscal year 2024 to enhance Out of School Time activities. We are seeking proposals that address unmet needs in the community and demonstrate positive outcomes for children through data-driven approaches. Successful applicants will have the capacity to improve the quality of life for the general public or specific sub-populations, show sustainability, and attract additional resources or volunteer support.

For the Out of School Time Grant, we are considering after-school programs covering the entire 2023-2024 school year as well as summer programs for when children are out of school. We recognize the importance of supporting various types of programs that provide valuable opportunities to children during their out-of-school time.

However, it is important to note that due to the funding timeline of the fiscal year, any summer programs funded through this grant source would need to be fully expended by June 30, 2023. We want to ensure that all funds are utilized appropriately within the allocated timeframe.
